Alternatively, it could be a blocked fuel filter which restricts the flow of fuel to the engine. Maybe, the catalytic converter is contaminated or blocked, which in turn is strangling the exhaust. Or perhaps the fuel tank breather pipe is blocking up which is reducing the amount of fuel going to the engine.
